Permission Manager is an app that basically lets you access your apps' permissions directly. It doesn't provide you with any additional features other than what Android comes with by default; it just lets you access this feature more quickly.

Permission Manager isn't a necessary app by any means. In fact, it's basically useless for more recent versions of Android. For those who have Android 4.3 installed, however, it might be useful.
